Description

A Note on Assignment Type:

This position is currently listed as “Onsite”; however, the Assignment under this request will provisionally be “Hybrid”, working 7.25 hours per calendar day, sometime between 8:00 AM and 5:00 PM (excluding breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment, you will be under the discretion of the Hiring Manager’s requirements for the Project you are assigned to.

Scope

  • Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.
  • Works in partnership with clients, advising them on information technology to meet their business objectives or overcome problems, work to improve structure and efficiency of an organization’s I&IT systems.
  • The I&IT Consultant may be used to provide strategic guidance to organizations about Information Management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT.
  • Provides subject matter expertise in their field and highly expert technical assistance.
  • Interacts with the business stakeholders and subject matter experts to understand their requirements through gathering, documenting, and analyzing business needs and requirements.

Assignment Deliverables

  • Assessing as-is processes, defining to-be processes.
  • Developing a change management plan
  • Conducting user training, and creating user guides and documentation
  • Building EPPM custom BI Dashboard reports

Experience and Skill Set Requirements

A Note on the VOR Master Service Agreement:

The VOR Master Service Agreement which expires on April 5, 2025, leaves some Contracts with funding unassigned for fiscal 2025-26. If the current statement of work expires on March 31, 2025, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2025, based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2025, and be upon the same terms, conditions, and covenants contained in the SOW.

The start date is subject to change based on security clearances and contract signing timelines.

Experience and Skillset Requirements

Mandatory Requirements

  • At least 2 years of experience in developing data visualizations and automated custom reports/dashboards
  • At least 5 years of Enterprise Project and Portfolio Management (EPPM) /Planview experience
  • At least 10 years of IT experience with change management.

Desired Skills and Experience

  • Experience working with clients in the administration of Enterprise Project and Portfolio Management (EPPM)/ Planview Enterprise and providing end-user support
  • Experienced with providing end-user training on the features and functions of various Enterprise Project and Portfolio Management (EPPM)/ Planview modules, customized to the user group – Project Manager, Reporting Manager, Staff
  • Analyzes I&IT requirements giving independent and objective advice on the use of I&IT
  • Familiar with change-management principles and methodology
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Experience in planning, organizing and implementing projects and reporting solutions
  • The I&IT Consultant may be used to provide strategic guidance to organizations with regard to Information Management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT.
  • Provides subject matter expertise in their field and highly expert technical assistance
  • Acts as the technical advisor/expert on all aspects of a specific deliverable
  • Provide the quality assurance/quality control of specific deliverables
  • Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations
  • Develops processes and procedures for implementing deliverables
  • Prepares reports and presentations including options, recommendations, implementation plans, etc.

Criteria 1: Application Support and Interpersonal Skills – 35 Points

  • Experience interacting with clients to resolve issues with the Planview Enterprise solution and providing support in the use of Planview functions and features
  • Ability to analyze issues and resolve problems related to the Planview Enterprise tool and the implementation of its various modules
  • Experience providing both one-on-one and group training in an office setting and developing training materials such as job aids and user guides
  • Experience creating electronic presentations (MS Word, Excel and PowerPoint)
  • Providing end-user training and the development of job aids/user guides for various user groups
  • Demonstrates strong interpersonal skills with the ability to communicate effectively at both a business and technical level.
  • Strong written and verbal communication skills with experience working in a team environment.
  • Strong relationship management skills with the ability to interact with different teams across the organization with ease and professionalism.

Criteria 2: Solution Development Skills – 30 Points

  • Defines software, hardware and network requirements
  • Analyzes I&IT requirements giving independent and objective advice on the use of I&IT
  • Designs, tests, installs and monitors new systems and develops solutions and implementation of new systems
  • Familiar with change-management principles and methodology
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Experience in planning, organizing and implementing projects and reporting solutions
  • Knowledge of structured methodologies for the development, design, implementation and maintenance of applications

Criteria 3: End-to-End Experience with Planview Enterprise – 30 Points

  • Subject matter expert on the implementation of Planview Enterprise Portfolio Management tool
  • Experience working with the various modules of Planview Enterprise (e.g. intake, financial management, request management, resource management, time reporting, strategic portfolio management, etc.)
  • Experience administering the Planview Enterprise system (e.g. manage and maintain user accounts and resources, lifecycle administration, etc.)
  • Experience leading organizations through the implementation of Planview Enterprise and its various modules
  • Experience with application upgrades to ensure a smooth adoption (e.g. rollout of new functionality)
  • Experience with creating data visualizations using the Planview Enterprise reporting and analytics module and creating automated custom reports and dashboards
  • Experience with Microsoft Report Builder v16+
  • Experience with Power BI Desktop and Pro reporting with Planview Enterprise
  • Experience in writing SQL queries on Planview Enterprise database

Criteria 4: Public Sector Experience – 5 Points

  • At least 5 years of public sector experience
